EmPOWER Maryland Energy Efficiency Act of 2008

Recognizing energy efficiency as a key solution to rising electricity demands, the Maryland General Assembly took action in 2008 with the EmPOWER Maryland Energy Efficiency Act. This groundbreaking legislation set ambitious goals: a 15% reduction in per capita electricity usage and peak demand by 2015. Notably, Maryland successfully achieved these targets, demonstrating the effectiveness of prioritizing energy efficiency strategies.

Building on this success, the General Assembly updated the EmPOWER statute in 2017 with a new focus on cost-effectiveness and annual energy savings. The current goal now targets a 2% annual reduction in gross energy sales, ensuring sustained progress toward a more sustainable energy future.

Preparing for Maryland energy efficiency standards

Maryland is developing mandatory Building Energy Performance Standards (BEPS) for buildings 35,000 square feet and larger. BEPS aims to achieve a 20% reduction in net direct greenhouse gas emissions by 2030, and net-zero direct greenhouse gas emissions by 2040. Covered buildings will need to report data to the Maryland Department of the Environment annually starting in 2025.
